Performances in COVID-19 Management across Countries: Do Subnational Finances Matter?

The spread of the COVID-19 pandemic has emphasized role governments in a public health emergency not only developing countries but developed world as well. This paper two-fold objective. First, we investigate efficiency COVID management using state-level data from three worst affected countries, USA, India, and Mexico, time periods pre-vaccine phase. Next, explore extent to which state government financial, sociodemographic, governance indicators can explain difference efficiency. We use two-stage non-parametric method. first stage comprises meta frontier analysis derive scores for each state. analyze these together (grand frontier) separately (group frontier). Overall, grand continuously increased August November 2020. Mexico USA gradually on 3rd October 29th results reflect that was holding leading position terms at time. In group efficiency, American states performed consistently well with respect their own country other countries.
